S3 provides observations of existing or recently installed homes to assure that the foundation system complies with the U.S. Department of Housing and Urban Development (HUD) requirements and with FHA lending requirements. The HUD & FHA requirements are outlined in HUD-7584 (click hyperlink to go to publication; > 400 pages). Typically, local or State regulations supersede and exceed the Federal guidelines. In Florida, the requirements for a manufactured home foundation system is established within the State of Florida Department of Highway Safety and Motor Vehicles Rules. In Georgia, the requirements for a manufactured home foundation system is established within the State of Georgia Office of Commissioner of Insurance Safety Fire Division. In Alabama, the requirements for a manufactured home foundation system is established within the State of Alabama Manufactured Housing Commission Administrative Code.

    Typically, foundation inspections are required as part of a real estate transaction. The loan underwriter require a Florida Professional Engineer to attest that the structure is properly supported and attached to the ground surface during high wind events, such as hurricanes or tropical storms. The inspections are typically ordered by the seller, buyer, real estate agent, title company, loan processor, or mortgage specialist.
